Adds extra ballast to help stability of Promotions Flags on hard ground surfaces

Use with Baseplates, Cross Braces and Concrete Bases

Simply fill the ring with water as ballast to the desired weight

Filling with a hosepipe in-situ is recommended, so as to limit the risk of damage
